From what I understand (but don't quote me on this), is that retailers normally buy their films from a specific distributor. That distributor generally has a long-standing relationship with delivery carriers. The delivery carriers also know the sensitive nature of film-related products. So the distributors when buying directly from film producers just have to make sure their film products are bought under and shipped following specific compliance regulations.
