I only play recreationally but have never found a 2 deck game at the casinos I go to. All of them I know of are 6 deck for standard blackjack.

You surrender 15 Against dealer face card but not Dealer ace

Yep that’s what basic strategy says. Hard 15 should hit when dealer shows ace.
