So I live in Hong Kong and also born here, the Hong Kong protest was pretty tragic since the protestors was protesting against a law that basically can send them back to mainland China for prison or other sorts of reason, I’m not really sure what it is about but I know it’s bad for the citizens. These cops were really like combine and suppressing civilians, even the reporters sometimes got injured or pepper sprayed.
So, unfortunately, this scene is real, and I live in the city. As someone mentioned in the comments, this is related to a mass protest in Hong Kong, which was branded as “the umbrella movement”. The main reasoning for this is due to a proposed law from the Chief Executive, which will allow people to be extradited to Mainland China. Therefore, at around 2020, people took to the streets (reportedly 2/7 of the population participated in the protest, whilst at it’s peak), with their main goal of stopping the proposed law from going through the official legislation stage, which will put the law in effect. However, as time went on, people grew tired from the lack of response/the inept of the Hong Kong government, therefore their demands grew to 5, one of them being “Make Hong Kong as an independent country”, which originated from the fears of Hong Kong people being controlled by the China government. Then, as you can see in this video, grew to one of the biggest social unrest in Hong Kong’s history, for nearly a year, perhaps even longer, where most of the controversies from the police emerged, with videos showing how the police walked away from confrontation in the metro station, using water cannon on clearly marked journalists, etc. Finally, to mark the end of this comment, but not the end of our disgruntled feelings, the 8 words, which used to unite the protesters, are now banned in Hong Kong(and will land you in jail), citing “effects on National Security”. Those 8 words are: “光復香港,時代革命” (Liberate Hong Kong, revolutionary times). I am sorry fellow Hong Kongers if I have missed anything, as I am not particularity involved in politics.

Its crazy how those officers just charge at the protesters, usually here un south america they try to stick together and avoid charging at all cost, but of course we are savages and we have a culture of rioting for the most absurd of causes. Like loosing a football match.
The reason is that in South America, most governments are very tolerant or outright complicit with rioters. If you give proper training and gear to the police, and the legal security that they won't be sent to the chopping block for crushing the riot, they will charge it and win. As an example, the infamous congress riot in Argentina would have lasted a total of 10 minutes if the mounted police were allowed to charge at their leisure with dull sabers.

In most countries the average civilian doesn't have access to the same weapons as the police, just in the UK pepper spray is incredibly difficult to get (although spray paint is almost as effective)
This is China, or Hong Kong that China decided was theirs again despite Hong Kong wanting none of it. So they'd probably just bring in tanks and start crushing things until people left. But short of tanks there are not enough police officers to fight all the people at once, there are usually like at least several hundred people per cop in most cities. In LA for example there are 8,967 police officers, and LA has a population of *3,849,000* people. That is a ratio of cops to people of just over 429 people per cop. So if everyone ganged up on the cops it would be a 429 to 1 battle. Even if the cops had guns and the people had at most big sticks and rocks they'd win easy. The issue is that even if each cop only gets maybe 13 people plus a few more wounded that is gonna be a really hard thing to sell to them. Sure thats only a 1 in 33 chance of death but I don't want to do that without a great reason. And the other issue is how do you get 100% of all the people in the same place at the same time all willing to fight and die for the cause without turning tail and running, or just not showing up? They can't take all of you but they can easily take one of you at a time, or even several dozen of you at a time. And unless you can guarantee everyone else will he there and be willing to fight then it is pretty hard to get any kind of a fair fight. That's how riot control works, you just have to make it scary enough for the individual that each member of the mob individually decides to leave, and to do that you scare off the most easily scared people first, that reduces the size of the mob making it feel a little less dangerous for the opponent and a little less safe through strength in numbers. Then you ramp up the intensity of the measures taken to scare them off and combine that with the reduced strength of the group to scare off more and eventually if you did it right it reaches a tipping point and the mob breaks up and everyone leaves. The other outcome is if you piss them off too much, or corner them so they can't run and then harass them they'll have no choice but to fight since they are cornered, or be so angry at you that they don't want to leave and then you do have to actually fight every last one of them and that is a fight that you probably won't be winning. And even if you do win the battle each officer has only a small chance of not getting absolutely demolished if they are anywhere near the front and get ganged up on by thirty angry people who you were just shooting beanbags, rubber bullets, and various gasses and sprays at for the last several hours. Then you can have a situation where instead of the cops suppressing and scaring into retreat the angry mob. The angry mob turns around and causes the wall of cops to turn tail and flee. And generally the best thing you can do as a protestor or rioter is to have a core group of really fiery and motivated people, dress them up in at least some protective gear, and then put them up at the front to absorb the brunt of the cops harassment. That way the people getting the worst of it are the ones least likely to panic and retreat. Because once one group panics the rest of them are more likely to flee. So you want the least motivated most risk averse people at the back away from the danger as support, and the passionate guys with the shields and helmets and willingness to fight or get beaten up in the front both to protect those behind them and not initiate a cascade of retreats.
