Im with globe for like 20yrs or more, but since I can use my old number when I switch to smart, I can still have gcash, I might change network soon. I downgrade to 599 with globe which only offers 6gig compared to smart with 10gig. Any thoughts?

Smart is the fastest sim in the Philippines and has the most coverage around the nation. Get TNT sim (Owned by Smart) and you'll be getting cheap promos with the exact same network quality and signal as Smart.
Globe is good for casual people, it's the most consistent sim card on apps and alright promos but its speed compared to smart is like 50 mbps off with 5G so if you want faster speed, and larger coverage, get Smart, but if you don't care about speed then just get Globe, nothing's really better than both of them
