    That 3m adhesive spray is pretty amazing stuff. I've used it on the bottom of chess boards to hold on felt and friends of mine used it to hold his cars custom apostered roof liner and door panels.

    If you can't find rubber sheets, floor underlayment like Goodfellow Red works well and you can get some for super cheap.

    Why not just spray the sheet of rubber directly so you don’t overspray the shelf?
