Fun fact: I managed to lose the cops without leaving that parking lot. I just took a car, went one floor down, parked in the corner and hid. Minutes later, the cops lost me and I finished the mission

Hah, thanks for this walkthrough! It was mostly helpful, and what wasn’t is not your fault! You drove out of the prison parking lot and straight into the parking garage; evaded pursuit. I did the exact same escape as you, and 5 cop cars ended up jammed against my car in the parking garage. It took me 24 minutes to get away from the cop cars and helicopters🙄

It would also jam the prison guards communications along with their security systems (assuming they're wireless as well).
They did not account for the Vigilante sneaking a smartphone or baton in, along with Geordi's insider network who "owe him a great debt".
