The idea of ender pearl suspension was first invented by Ethoslab before bubble columns were added. He used slime blocks to bounce the pearl and water to slow it down. Later when bubble columns were added he refined his design by creating what we see in the video. Etho also invented a lot of other important redstone things such as the hopper clock.

You can also do this with a piston and lever instead of the daylight sensor if it is a multi-player world. Useful if you're exploring and are thousands of blocks away and don't want to walk/fly back

The catch is the chunks have to be loaded in for the teleport to work and you have to be in the same dimension as it so it's like being on a leash the entire time. If you're on multiplayer however the possibilities are much less limited.
As someone who loves scouting but hates the trek back, I wish I could do this in singleplayer. Closest I have is putting all of my gear and inventory into a spare ender chest brought along for that purpose, breaking my last bed, and then committing toaster bath to get booted back to world spawn so I can take one of the transport networks home
It probably won’t work, if you are lost, it’s likely you are far enough away the chunk the enderpearl is in that it won’t be loaded. Would work great if it’s a multiplayer world and someone else is loading the enderpearl chunk though.
It’s nice on servers where a friend can load the area. Like on 2b2t. A group will have a whole fountain set up like this. Ender pearl for each player. They’ll be hundreds of thousands of blocks away, and tell a friend at the base to teleport them back.
I literally have a house inside my world's spawn chunks with a very similar device like this. Just keep going to bed on an adventure to far off lands until you want to return to spawn.

My brother made teleporters in a similar way. He suspended an enderpearl in a flow of water. He wired a switch far away from it with redstone, when he’d press it, it would stop the flow of water keeping the enderpeal in place and ultimately teleport him.
This can be very useful while in a multiplayer server if you have a build in the open so when you go to mine you get teleported back to check in your house and items to make sure no one steal something

An enderman farm would probably give you all you’d need; plus it’s a good endgame farm
