My family comes from Crimea. I have some who voted to remain a part of Ukraine, but the majority voted to be with Russia. My uncle got detained once the 2022 conflict began for a few days, because he was a suspect in some partisan activity. He was released a couple days later. As far as I know, even if the vote wasn't skewed, there would still be a majority for being with Russia.

Laws mean nothing if the people do not see them as legitimate. The constitution is only a piece of paper, a speedbump to slow down radical change in a short period of time when the public might act rashly.

You can point to Tsarist russia as proof that it is, but that'd be like saying every single country in europe has the same cultural feature as most of them were absolute monarchies. Governments can change on a dime and thus aren't part of our culture. You also say that you can't control a country without a hierarchy of power... I know, I never said otherwise. When someone says something is Authoritarian, they don't mean every country with some form of authority, they mean absolute authority much like Russia.
As for your culture not being erased, I guess you would know best about this so I will take your word on it.
