Because they weren’t. The winds were hurricane force which whipped the the still active power lines up and down, all while they were sparking. There’s video of it, it’s assumed the same for palisades, but they are still looking into arson on that one. Either way there are no homeless camps near the origin of either of the two record breaking Southern California fires, just lots of expensive hillside homes.
The video I mentioned is from the Alta Dena fire, you can see how it starts, how it spreads fast at first, then spreads like a wall of fire shooting in every direction for miles before long.

There is no reason they should not have been more prepared. There were three one million gallon reservoirs that ran out. The large reservoir that was not filled could have refilled those smaller three 30 times.

The Fire Department attempts to strategically cut fire breaks and fire lines to remove brush, vegetation and trees, but the strong winds make it difficult to stop a fire storm which often just jumps over and leap-frogs the cleared areas. The fire season in Southern California has moved to a year round schedule, so even when the brush burns, it grows back the following year when there is some moisture and rain. After it grows back, it once again dries out because of dry weather and warm winds, creating fuel for fire once again. And the cycle of a fire season repeats year after year. Another problem with burned out brush on steep hills and mountains is that when occasional extreme rains do occur, the bare dirt is left to wash away hillsides, causing mud flows and land slides, allowing further disasters by washing out roads, destroying homes and pulling out and exposing power and water lines in the ground.
