For fuel - watch some videos related to fuel cards (ik sbi bpcl can giving around 7%) For mutual funds - there is no direct way but you can do it, but I won't recommend that.

Fpr Utility expenses (electricity and phone bills) - Axis Ace 5% upto 500
For insurance - ICICI Amazon 1% or 2% (I'm not having so not sure)
For fuel - watch some videos related to fuel cards (ik sbi bpcl can giving around 7%)

For mobile, etc. bill payments yu can get 25% cashback upto 250 on Airtel Axis bank credit card. There are other offers as well.
