    Why can't we perform kruskal Wallis in this data?

      You could perform Kruskal-Wallis on these data. However, the Kruskal-Wallis procedure would convert the raw (continuous) scores into ranks, and the K-W procedure would test the null hypothesis of equal mean ranks across groups. Most people are not interested in testing the differences between the mean ranks across groups, so, they conduct the one-way between groups ANOVA, when the assumptions are satisfied.
