Cut those cap blocks, to make the joints line up properly. It adds a decorative appeal to the top course, and, ensures the integrity of the top of the wall. Simply add a 1/3 block as needed.

There are 2 ways to do this. I see many make this mistake.. Also, isn't it interesting the City has a detail for a 6'- 6" wall and actually 10 courses = 6'-8" .

The guy is laying one block upside down with the knockouts, then two regular blocks then repeats. There is no steel there and no mesh or anything. In aus we go to great lengths to ensure every block is filled with concrete but with a bigger footing. Like inspector has to see the concrete in the bottom blocks so first course Is laid with blocks that have cutouts so you can hose out mortar at the end of each day
Then you form the cutouts to pour concrete from top course
Next day form come off and it’s easy to see if concrete has flowed down

California has a border wall and frankly don't mind it. What they don't want is an investment in the Great Wall of China 2. I could hop this wall in a single jump. Donald wants a wall so tall you need to buy a 40 foot ladder first... which is available at a hardware store 20 miles from the current border.
