that's how the world works. its all about strenght and power. the bully bullies the weak, because hes stronger, and the tall guy punish him, because hes stronger.
still, even after being confronted, Nelson didn't back down on his words. even though hes a bully, hes true to self, that's honesty and its something good at least.

Then considering that the spot she ends up in is approximately 40 feet away, and given that the average person's walking speed is about 4.5 feet per second, reduced by half to 2.25 feet per second due to her old age, the 30 second differential would mean she could walk to that spot in just over 13 seconds, added in with the time it would take her to get out of the trash can, the answer is no: It is not impossible. I believe he also appeared (briefly) in the episode where the Simpsons went to New York. He was on the train (or bus, can't remember which) they took to get to the city so Homer could get his car back.
But of course, that episode has been censored completely out of existence, because it had the Twin Towers in it, having been made before the 9/11 attacks. And for some reason, the people behind the Simpsons think we are incapable of being reminded that the Twin Towers actually existed. As such, they are willfully ignoring a pretty funny episode, as well as shelving one of the Tall Guy's only appearances.
