Sorry for a very late reply but- No, springtrap wouldn't. Springtrap wouldn't even become the leader of the phantoms until 1991(5 year's after williams died inside.) Fredbear and Spring Bonnie we're built in 1979 and Freddy(and his gang) was built in 1981, so no matter the role would been given to Freddy, after CC death. The only way Springtrap would get the role, is if Freddy happen to be destroyed to where he couldn't be fix, then yes springtrap would get the role.

Kinda, not really. Cc/Austin is more like an attachment soul to Sh. Freddy, Sh.Freddy has full control of his body. Cc has to request to control his body. More or less, Cc and the other missing kids, no longer possess any animatronics, their souls are set free.
