Final Fantasy GMs are pretty good about reports. A lot of times when they talk to you about something, they try to see whats going on. So if she is getting mass spammed, then the GMs will get to the bottom of it and will go after the people that spammed her. Jumping as a Lalafell is also not considered harassment, this is people attacking Ironmouse, they did the same to Asmon
also anyone who has read any of the Ff14 GM "horror stories"...most of them are written by ppl who clearly broken the rules and a little digging lets u find that they are mostly being very toxic to ppl or are gloating about certain 3rd party "services" and bannable mod users.

If you want to spam emotes, you *need* to disable the emote log so it doesn't fill chat. It's dumb that it's even on by default when spam is against ToS. I'm in the (non-erp) venue scene, and we spam emote non-stop. But, "disable emote log" is like, the #1 rule we tell every newcomer to avoid the idiots who like to report. Also, Lala hate has been a thing with a segment the FFXIV community since the beginning. It's really dumb. They either full on hate lalafels, or have some deep-rooted issues with how they actually feel about lalafels and deserve to be on a list.
I'm a Lalafell in FFXIV. I jump over people and spam emotes daily whenever I play the game. I have macros set up specifically for spamming certain emotes. I've never once been reported in the years I've played the game. I think those kinds of rules are there mostly because of what the intent could be, not to actually punish people who regularly "break" those rules. For example, if you're using emotes to sexually harass or bully people in game, then having a rule against spamming emotes gives them justification to go after that kind of behavior as needed. Someone can make the argument "oh, I'm just spamming emotes, there's nothing malicious about it" even though they were obviously doing it with malicious intent, so rather than have a back and forth debating with habitual liars about whether or not they were being malicious, GMs can just say "Don't spam emotes, that's against the rules." There's no argument against it. You can whine about it or hate it, but the bottom line is that you've broken an established rule, so there's no question or room for doubt if you get punished for it. It essentially gives GMs a no-nonsense safety net against people who try to find loopholes to act maliciously with plausible deniability. They have better things to do than deal with that kind of BS, as they likely have to deal with an endless stream of reports around the clock and need to resolve issues as quickly as possible. Of course, this is assuming that moderators actually care about how they treat their community, as more often than not in MMOs these days (and moderation in general) people would rather ban first and ask questions never. It's much faster and easier, but then you run the risk of punishing innocent people and eroding trust within your community, although how much that trust is worth in the first place depends on who you ask. Just look at Reddit moderators.
