So RUclips and most platforms that you can upload to pay for a license to house covers on there platform, but yes, if you posted a cover to a website that didn't have those licenses, that would technically be illegal I think (I'm no lawyer), but on RUclips it's fine, they'll just demonetize it but put ads that go towards the label that owns the song. In venues it's the same way, but even if a venue doesn't pay for that license, it's super unlikely you'd get a problem as the artist.
