Keep in mind, 21 is self-trained. Dude hasn't even had military training like Brock or OSI training like Brock. Gary is 100% his own skill and talent and he's capable of going toe-to-toe with one of the most lethal and well trained characters in the show.
what Gary has is "in the field" experience since he was a little kid (like I think 13) and the monarch crew accidentally kidnapped him when they messed up kidnapping a senator. sure he was not a fighter for a long time in the monarch crew, but he learned planning and survival during that time. even taking time well the monarch held all his raids on the venture compound to scout it out map the fence voltage and even stash weapons on site like teargas canisters in hollow trees & stuff. Once 24 died then he got "dieseled to the extreme" as 21 puts it. and to use a butterfly metaphor, Turned into the amazing "viceroy of violence", and the mighty monarchs number 1 henchman.
Between Brock and his training with Sphinx AND OSI yeah. Dude was manning a gun turret at the Cocoon once and successfully pulled off his side Hench persona gigs with just a god damn wet towel. Not to mention repeatedly infiltrating Wide Wale's hideout to see Serena. Oh, and he took out like 6 half human - half animal soldiers with just what he found in the environment and a jetpack.

I mean, I listened to it too early and now I'm an evil alchemist. You ever hear about the formula to instantly turn an omelette into one made with rotten eggs? Yup, that was me. I'm still mad about somebody else cracking the formula for instant spoiled milk first, but I still believe my formula is more complete. Oh, I also made tomato sauce that tastes better coming out, you know, for people with eating disorders, or if you plan on drinking too much. Kinda hard to neutralise the taste of stomach acid while also making it edible, so I'm super proud of that one. And white chocolate coffee? Mine too. Try it, it's repulsive. So yeah, be careful about the court of the Crimson King, unless you want to learn the secret of the screws at the end of time and loose your mind. Oh, I also created a way to dry weed three times faster than with traditional methods, and it only tastes a bit like a litter box as a result.

I've only watched clips of this show and already The Monarch is my favourite super villain _ever._ He's surprisingly competent (sadly he lives in a world with some surprisingly competent heroes who also have NO issues with killing), surprisingly menacing, and fucking hilarious Not to mention he has some incredibly genre savvy, intelligent, and strong henchmen
