Would bass be completely aggressive towards Light and X, or would he be disgruntled acting like he doesn't care whatsoever? How shocked would Doctor Light be seeing bass around still, and helping X none of the less

Thank you, we are well aware of the risks associated with making fangames. Capcom very rarely shuts down non-profit fangames, and their official endorsement of Street Fighter x Mega Man in 2012 set a precedent which would mean a PR disaster if they started picking and choosing which projects to C&D now. The fact that Mega Man Maker is still getting updates and continues to host servers after all these years is a good sign that Capcom won't shut us down. So long as we make it clear this is a non-profit project, we should be safe. Of course, Capcom still has the right to shut us down, but this is unlikely following past precedent.
