Despite my efforts, I still have not heard a coherent differentiation between REBT and CBT. Personally, it seems to me that REBT has a philosophical component -- a very significant one -- for which CBT does not. Yet I am not confident that is true either. Any insights would be greatly appreciated.

Imho, CBT tackles thoughts but doesn't address core beliefs. Whilst REBT starts with core beliefs. It's also focused on emotions, whereas CBT glosses over them. When in an emotional state its hard to change the thoughts which arise from that state. One needs external intervention to challenge the thoughts. By contrast, REBT starts with core beliefs and challenges them. This affects the emotional state you are in all the time, which will affect all your thoughts. An analogy is to liken emotional state to a a bubble making machine. If a machine makes red bubbles, its hard to change them to yellow one by one. Whereas if you get your machine to make yellow bubbles, all your thoughts will be yellow. That's how I distinguish CBT from REBT. Hope that helps.
