"Buy More" is cumulative as i recall. If you reset, you keep the progress, and buying more adds more progress. You actually shot yourself in the foot by not resetting.
Tip of advice from someone who's been playing this game for a long time: when you get a quest that says "buy ___ of ___" you don't need to own that specified amount and just need to buy specified amount unlike the "own ___ of ___" quest where you already know what to do. When doing these challenges, you actually want to avoid doing using Gold when you do an Angel Reset. You need to do as many missions as possible and to make it easier to get "you need X upgrades of [thing]", you need to do the reset and upgrade them from level 1 again since the mission screen doesn't reset.

On the regular planets, yes, you reset when upgrades and unlocks get to slow, but not for events. Same reason you never want to use gold to not reset during a claim. Of course, you also only use time warps during "own" goals as well.
The secret to getting first place is to use wemod and cheat to get unrealistic buffs for free so you don't lose money when reset and lose the bought upgrades with gold.

The best way to do the goals is to reset properly. Each time you reset, the goal progress doesn't, so you can rebuy the cheapest upgrades to get tothe 7000 upgrades you need.
This was possibly the most inefficient method of playing Ad Cap I have ever seen. Considering you went ahead and spent real money on this game anyway, if you'd played and spent your money efficiently, you would have been number 1 in half the time, and with a quarter of the money spent. I got number 1 on several of these challenges without a dime spent. You need to reset your angels, not just spam gold at them. If you just waste gold on angels you'll fuck up your Objectives, by making them waaaaay too high immediately, as you saw here.
I just remembered that despite DF's voice and type of content, he still swears and it's always a funny surprise when I forget he swears just for him to shout the F word as loud as he can.
