Neil is half-correct, it wouldn't be the smoothest cue ball ever, but it would most definitely be way, way smoother than your average one.
It's wrong. VSauce made a pretty nice video explaining that often told falsehood. It comes from a missunderstanding of the regulations for the balls. Someone took the "the balls are allowed to have x deviation from a perfect sphere" (diameter) as "they can have x deep scratches".
