If the return man is signal for a fair catch, you can never interfere with the fair catch, that’s a fair catch interference penalty resulted 15 yards.

On kickoffs however, it’s a live ball at anytime after it goes 10 yards, whoever returns the kickoff can get hit anytime he picks it up. As supported by the video, being a returner very dangerous, but damn is it fun to watch sometimes.
