Mahirap mangyari pero unang una dapat ay makapagbalangkas ng batas para maalagaan pa lalo ang kalikasan sa kabila ng matinding kapitalismo. Kailangan din ay mapatupad ng tama ang batas at polisiya pangkalikasan na panglokal at internasyunal.
