If you want large ones the best thing to do is join the Pacific Northwest Palm Society and network with members, ocassionally they prefer mature specimens for the club. Otherwise, cedar rim and Phoenix perenials have smaller rostrata and other yuccas.

Can you grow them in pots long term in Victoria? How greatly does it impact growth and hardiness?
Yes you can! I actually have one in a pot in my place in Victoria!

Alta or little gem might be best for you however get as large of a pot as you can!
