9:31 There is one lag/stutter. 9:56 There is intermittent lag/stutter. The reason for this is the "pedestrian" police/swats at the barricade. Sometimes there is no need for a barricade. Police on foot on the streets can also cause this problem. 10:07 This is where the lag/stutter ends as there are no more police on foot.

To make GTA IV on PS3 look like PC or similar, lower these settings to zero and adjust the following:
Brightness: 7
Contrast: 9
Saturation: 3

I can't believe they never made a PS4 version of this game. It would be nice to play it there.
