    Actually, that's not what he is saying. He speaks about partnership with the government where accountable organizations like Partners In Health work alongside the government to ensure that all funding is effectively used. Until the government can handle the hospital that PIH has built, it will not be turned over to them.
    His points were all well supported with tangible evidence. That is hardly whining, my friend.
