I see it as a combination of things which taken together add up to "racist". Just the way she is drawn can by itself be considered racist as it aligns with racially stereotypical caricatures in drawings and animation of the 1940s and earlier that were often intentionally racist. But if you aren't familiar with those old tropes, the ignorance is perhaps understandable. However, it's also the situation depicted and her juxtaposition to the other centaurs that really cinches it as racist. She is coded as Black and yet unequal and unworthy to other centaur women, taking on a servile position of shining shoes (here represented as hooves) a role which, at the time often signalled a marginalized racial and socioeconomic status. She is also meant to be the butt of some humour which further sets her apart from the others of her kind. And if her diminutive treatment wasn't obvious enough, her diminutive size compared to the other centaurs clearly gives the message that she is less-than. Again, it's the combination of things taken together that is what comes across as racist. If she wasn't stereotypically coded as Black, you could argue that she's just a jokey character with no relation to race. And if she were simply coded as Black (like the zebra-centaurs) but without the value judgments, and without too many other problematic features, it might have been okay. Hence, the Africanized but servile zebra-centaurs have apparently been left in without as much complaint.
