Goku could not have beaten Cell. He actually was trying to win in that fight, and only planned on leaving things to Gohan if there was no way he could win, which there wasn’t. He even tells Gohan afterwards that he was going all out in that fight, but Cell probably wasn’t. (and he wasn’t; Cell doesn’t ever show off his full power until Gohan goes SS2) But there is a case of Goku not beating an opponent because he wanted to give someone else a chance, and that’s Buu. Goku says himself later on that he could’ve beat Fat Buu while in SS3, but wanted to leave it up to Goten & Trunks.

Goku dodging Gohan’s attacks doesn’t mean he has the upper hand as it moreso means he’s on the defensive for most of that fight, which he’s caught and hit while dodging eventually. He did knock Goku out of UI and you made a terrible counter to that with just saying Gohan was controlling his power briefly when going Berserk. That doesn’t at all take away from Gohan at all. He still knocked UI Goku out of UI. Goku saying it wasn’t his intention to beat Gohan doesn’t mean he was physically holding back. He still used his “best tricks” as he requested with him and Gohan, meaning he’s using a large portion of his power regardless. You could say Gohan wasn’t going all out either as it wasn’t his intention to beat Goku either as he was merely just sparring with him, and it’s even said Gohan still had some power left after UI Goku called off the fight(also confirming Beast can easily outlast UI as UI gets nerfed the longer the fight goes on). When Goku and Gohan are later shown eating, Goku is shown to have battles scratches and bruises on him while Gohan has none. The chapter made it abundantly clear Gohan is stronger than Goku.
