When it comes down to cutting the bars, get a tube cutter from bunnings. Leaves a cleaner more uniform cut

Curiosity, why a bar end in the fork? Is it functional at all?
Yeah, it's actually a very useful technique. I've done it before when I used to run skinnier tires. Pretty much, if the gap from the top of your tire to your forks is too big, it's easy to hurt your toe(s) on footjam tricks because your foot gets jammed too far between your tire and your forks. So throwing a bar end into your forks obviously lessens the gap, making footjams way better.
