Seconded. Probably better for Cast on Hit overall, not used for regular frenzy build because of the dmg% mod on Frenzy skill, but could work for this fun build!

Ive been making a lightning proc barb. Crescent moon, last wish, dream, jewellers ancient armor of stability with lightning facets, chain lightning proc rare amulet, nova on struck proc blood gloves, tgods, 2x wisp projectors. Not sure on the boots yet but prob some rares with some proc.
hm, I would change it a little bit for more fun and effects. Use Delirium helm for your merc, as poison is your weakest element because conviction aura does not lower poison res. change your helm to a helm with 3 sockets and use some increased attack speed there. more speed --> more spell procs. you don't need to hit monsters with every hit as long as you attack fast. exchange your large charms to some with +1 to Barb Warcries. but some points in the skill Warcry so you can stun monsters if you are in troubles. your focus should be damage from spell procs not the frenzy barb, so more attack speed should be your goal.
I would switch voice of reason for rift or BoTDZ,wisp for a dual leach/Res ring and I would take TGods over snow clash. Other than that this is a very interesting build. Would recommend if you play a lot of P1 online
While it might be a fun build to look at , in reality it's very costly and the dps seems very meh due to a lot of low level skills and pretty low chance to proc relatively speaking. Taking into consideration they don't even synergize between each other (like in this case boulder and volcano., if I understand correctly, they don't boost each others damage as in skill tree synergy). What kills bosses and mobs here mostly as I see, is your initial hit with frenzy+CB. I'd like to see this build in action with 1or 0 dmg weapons and no cb and leave the dps'ing to this disco, probably it will be very lackluster. I for lolz checked the skill calc for d2 and those are like 200-300dmg skills, lightning for example has 1-207dmg it seems, so average 104 :D And don't forget, although there is a conviction aura here to break at least fire and lightning immunities (in almost all cases?), monsters will still retain a chunk or at least some of their resistances, which makes already low dmg even worse. For such a build to be cool, blizzard would need to seriously rebalance the levels and procs of these skills in the runewords. It's maybe a fun idea, but in current iteration more of a meme. TLDR - for such budget you can have much better :) I think 2 crescent moon swords/axes (static field) would be much better (and much cheaper).

Well, the point of an off-meta build is to try something that is not as viable as others, but provides some kind of unique gameplay experience. That's what this is, it's not about kill times or overall efficiency.

There are things which allow you to cast static field on strike or when struck (not sure) but this can increase your dps.
Don't forget that the torch casts a spell too! Need sunglasses to play this build 😎

or keep Andariel for your merc and exchange one of your weapons to "Pest - ChamShaelUm" sword.
You should wear a fire sunder, most of the damage is from fire and infinity breaks the lightning
