By simply tracing the other frame (drawing and text) by hand, not copy/paste it. As manual tracing never aligns exactly with the original lines, you see all this movement.

hey, i wanted to ask for an episode, because ive got 3 firends who have some drug problems, and other friends and i have been trying everything, and every time they stop they come back at it and its even worst, and well one of them has this problem that he tries to take advantage of our other friends girlfriends like they are going to break up and he comes in and starts doing this, this started happening whhen he started college and his college friends started filling his head with all this ideas like sex is the only thing that matters and stuff like that, but my point is i want to know how to help them stop completely the use of drugs, i know you dont have all the answers, but i want to know what could i do and i bet a drugs episode could come in handy for everyone.

What sort of pen do you use like the size and if how blurry it is around the side and what sort of design are you using because that isn't like the basic starter pen when you load it up it looks more pencil
Photoshop but flash is a littel better to animate becasue ps is a photoediting and drawing flash art animation games and a fuel photoediting but more work there both good but flash for the cartoons and like to watch johnyetcho he animate in photoshop but he has them in seprate layer legs and head then import its in after effect or something else

You can animate in GIMP :) Just Google around for tutorials. There's also Blender, though I've never personally tried it.
Mypaint is great sketching and painting. They come with template backgrounds for storyboarding too.
