Interesting question. In the UK we have two civilian Proof Houses. One in London and one in Birmingham. Both test all firearms to be sold on a basically 30% over charge basis. Once checked they are engraved and it illegal to sell unproofed firearms, however it does present some problems with collectors who don’t want modern markings on old weapons. You can instruct the proof house to put them in less obvious places like under hand guards etc. It is a good system for safety but it does add to costs if you are trying to sell the things.
