Police pose as homeless to nab distracted drivers

- Despite all the warnings and tragedies, an average of 660,000 drivers are hitting the nation's roads distracted behind the wheel, busy with cell phones or other electronics. Ben Tracy reports on how police in one California city are taking an unusual approach to stop the potentially deadly habit.
"It happened. And it'll probably happen again."
My hat goes off to the most honest person on the road.
Jesse Arias lol
Also the dumbest.
DAVID veilleux I mean speeding can be dangerous but everyone speeds.

Law: You cannot use your phone while driving
Police officer: using laptop
Yeah I see them all the time texting and driving. Their logic oh the law permits me to do it, as if it make them immune to the same dangers.
They’re police officers the government is corrupt they will not get in trouble.
It's not about safety it's about money grabbing
Casey Cooper whoa whoa whoa
That’s not what I meant at all I just think it’s dangerous and ironic is all
A AA it’s not about money grubbing talking and being distracted really do cause accidents.

Got any tips on how to see when you're drinking it while driving? I hate when the bottle is almost empty so you have to look up for like, 5 seconds to get every drop out.
Another 5 year old.
This is very eye opening. My father was hit and killed by a man who was texting. My message is, if you love someone, it can wait.
Kounter I'm sorry about your father. That's a very worthwhile message & I will think of it next time I'm tempted to text from behind the wheel.

You complain that people are too engrossed in their electronic device....
On the internet accessed by an electronic device, interesting.
I'm at home sitting in my chair, it doesn't matter if I don't look up. You're guilty of using your phone and not looking up or YOU wouldn't have complained.

Yes. Especially crossing a street. I hope they get what they deserved and i hope they learned from that lesson.
its funny watching them walk off peers and into pools and fountains..
People might hate me but I think more people should buy a manual car reason is not many people know how to drive one so they can't steal it and they can't do anything else but shift
I agree with half of your statement. It is extremely difficult it drive manual and do anything else except driving.
Typically people who steal cars can drive a manual.
mysterious channel just my assumption or intuition tbh. I think that people who steal cars tend to be people who know a thing or two about them. I agree that a car is probably less likely to be stolen if it's a manual but my argument is that probably not a significant amount less likely. But just my opinion, not based on any data or anything.
Angel Derbessy Its true. Not to mention manual car drivers are morw aware.
Or because manuals give you complete control over the car and are much more fun to drive.
Did the officer tell the lady wanting to give him money "don't give to the homeless im a police officer"???
He was referring to the people with signs in that area.
Kevin Abla It is advised that you never give cash to panhandlers. There are people who do this for a living and have homes. Some panhandlers make more than the average working person. Giving to charities is much better.

So it'd be better to not pull over distracted drivers?
Nsta Swap They're pulling people over for something that is entirely illegal and a risk to others, so there is nothing wrong with it.
I can't believe that people with newer cars still hold their phones to talk while driving. This drives me nuts.
There’s a vid on RUclips of a cop cutting a turn short and running into a cyclist. It was caught on his helmet cam. The cop was looking at his cell phone. All that tech in cop cars and no Bluetooth. Shame.
Here's the link if anyone wants to see the video, it's pretty damn funny: ruclips.net/video/QoSOEtzWPlU/видео.html
Most cop cars do have Bluetooth, at least the new ones.
Is it just me but do alot of cops listen to Bruno Mars on the radio?
This is proof positive that women just love to multitask.
3:02 all realizing they're guilty at the same time.
this doesnt fix anything. everyone uses their cell phone at redlights
Great job officers 👮♀️
You have to consider they’re not just risking their own life, but everyone else around them as well.
and nobody noticed the faux-hobos had openly-carried firearms in a state where civilians can't do that?
12799MaDeuce The cops were using SEP cloaks, Somebody Else's Problem. People avoid looking directly at homeless people, and if they were texting on their phones, they'd be even less likely to be paying attention.
That's the whole point-they were too busy with their e-bullshit to notice what was happening in front of them. Yes, it is possible to multitask-BUT the quality of the activities is inversely proportional to the quantity. Subpar texting makes you look stupid, but subpar driving can make you look dead🚗💥💀
I hope they keep it up and I hope it spreads to other cities. I'm not a fan of traffic cops handing out speeding tickets (with exceptions) but I do believe in this.
This is awesome! distracted driving is horrible and so dangerous and deadly
It's okay for cops to break the law.
People stop and read the sign. Cops that hold up a sign are distracting people. They are creating a distraction.
"Your Mascara Can Wait Peopleeeee!" 😂😂😂
Bet we still see cops using cell phones while driving.
Officers do receive phone calls sometimes because some information can't go over the radio.
Since people started broadcasting police radio traffic on apps and online, sometimes information has to be private so Central command will either text or call the officer.
spydergs07 so what that’s still being a hypocrite. Just because your a cop doesn’t make it right.
Stash PHL it kind of does, some stuff they have to know and can't be sent over the radio

Fun Fact, in the UK you are allowed to use your mobile (cell) phone while driving.. But the only person you are allowed to be on the phone with in that circumstance is actually the police.
And again, Police are allowed to use their mobile phones while on duty, for duty related calls.. If they are on a private call, they get the same penalty as everyone else.

99% of those texting and driving are females hahaha
I caught this fat 60 year old woman texting. I politely told her that she should not be texting. She immediately went on the defensive, gave me the finger several times, threatened to kick my ass. She threatened to have her husband kick my ass. So I was, "Mam, that's a threat, and I can call the police."
So I decided to leave well enough alone, and she followed me to a store. She was waiting for me by the door. So I decided to just do my shopping and let her wait. Eventually, she got the point and left me alone.
But as I got into my car, she drove back in the parking lot, yelled out the window and flipped me off. I just ignored her and went on my way. Its not worth it.

cops: so guys we gonna go out today and distract some drivers so we can arrest them for being distracted.
How is catching people texting and driving distracting them? If your referring to them standing on the side of the road, then you're also wrong. There is always people on the side of the road and as a driver your supposed to be vigilant and aware of anyone walking or standing on or near the road. Do you even have a license or are you just doing anything to sound clever when really you sound very idiotic?
@@joey19xx73 yes thanks I've had a licence for 20 years and I think it's clear from the video "idiot" that they clearly are distracting the drivers unless you don't consider waving a sign at them then actually approaching the vehicles and speaking to them distracting them, one of the officers even runs upto acar and yells at a women not to give them money, so clearly she was distracted by them you total plank.
@@25242824 so please explain how these cars that are at a full stop while being approached are in any way a danger to anyone at all? Since you clearly don't think the fact they were texting and driving was already distracted enough. There's a million signs along most roads lmfao what is your logic?

Morte Parla it’s the textbook definition
It's not entrapment they are just undercover. Entrapment would be attempting to trick them into using their phone which they are not doing.
Wrong. I would have a field day with this in court. 100% this is entrapment. Dont know where you got your law degree, but it wasnt worth the money.
How is it entrapment? They are in no way encouraging them to use their phones. Now if they held up a sign telling them to take a picture or call/text a certain number then ticketed them for cell phone use that would be entrapment. Entrapment is baiting the person in to breaking the law which they are not doing.
And I'm not necessarily saying you're wrong but please post how/why this would be entrapment. I don't see any possible way that it is.
"don't give money to homeless people, I'm a police officer"
Exhibit A to the inhumanity of police officers
Jack Bauer and let me guess Orange man bad too huh??
He was talking about the officers in the area.
It is also a tip to donate to homeless shelters as the money has a higher chance of being used appropriately. Sadly the media probably conveniently left that out.
Just Smile dude you totally owned the libs with that one. That was so funny thank you so much for commenting that.
Jack Bauer
You shouldn’t give money to homeless. Most of the time there’s a reason that they’re homeless, and it’s not because it’s someone else’s fault. They made bad decisions and will continue to do so. Doesn’t matter how much money you give them.
is it just a financial penalty that motorists incur for using a mobile while driving? Here in England the penalties have recently increased, its a £200 fine, thats approx $250, but a persons licence is also endorsed with 6 penalty points, the points remain logged on your licence for three years and if you collect 12 points or more in total in that time your licence is revoked and you can be disqualified for driving for a year, so that lady in the clip who was caught using here phone twice in the space of two weeks would most likely have to appear in court and receive a driving ban if it was in England, and after a driving ban is logged on you record car insurance becomes very very expensive as you are seen as a high risk. Do they have a points system in the USA,? ..its quite a good deterrent because it is a more significant consequence than just a fine.
No point system here, it's more of a warning, a fine, another fine, possibly another fine, then jail time. Depends on how the officer's days were.
The points on your licence can increase your insurance costs dramatically too. Go from around £300 a year to £1000 in some circumstances.
I don't know about all states but in some states they have the point system were if you commit traffic violations you get points on your record and when you get a certain amount, you get your drivers license suspended for a certain amount of time.
Yes, exactly like the UK, except it also makes your insurance skyrocket, so it's both financial for the fine, financial for the next 3-5 years on insurance premiums, AND the points that rack up with the suspension of licence for xx years.
The US needs that.
"it taught me a lesson" not "it teached me a lesson"
thank you for this!
Every time I pass a cop they are always on their computers
That's pretty usual since they have to use it a lot :p...
It's required for their job, they aren't posting selfies. They are also aware of traffic.
The Prime Diam yeah? Like the cop that hit a bicyclist while he was texting. Good retort. 🙄
Well he wasn't doing his job so that was his fault. As stated above, we are talking about computers :P
I agree them using laptops while driving is hazardous. It really needs to be kept to a minimum I mean I understand typing a license plate number in or something but I see them on them all the time just driving down the road.
I'd be very curious to know how many tickets are given to people at intersections vs people who are actually driving while texting. I realize both are illegal, but one is clearly more unsafe than the other. The worst you're going to do texting at an intersection is not see the green light right away and hold up traffic until someone honks at you; not exactly as dangerous as texting on the highway at 55mph as the video implies. I still think both should be illegal, I just find it funny the resources they put into catching people at intersections when it's the folks driving at highway speeds while on their phone I'm worried about. I doubt the 1.6 million crashes involving cell phones they mentioned were from people going 0mph.
Ward413 I can not speak to the facts about your statement other than 1 case that I know of when a person did not know the light went green while texting and got hit by a car doing 30 mph... Not sure if anyone died but I think the passenger was taken by ambulance to the hospital... Who was more at fault here...
+Mark Koeppel probably the person who ran into the back of the stopped car. while texting while stopped may be safer, it along with car trouble etc should be gotten out of a traffic lane. car trouble and emergency is exactly why you can't excuse someone for running into the back of a car just because the cars reason for being stopped in a lane isn't a good one.
Chris Morse So you think the the person sitting at a green light was not at fault?
+Chris Morse 30mph*
Ward413 Not all the tickets were given, because of texting. Some of the tickets were given, because the driver did not have their seatbelts on.

a1scooter1 they're exempt
Dave H, not exactly. They are not "exempt." Police Officers have to follow laws just as we do. If we see a police officer not following laws, then we have the right-as Americans, at least- to record them and report them to higher authorities.
In terms of texting and driving, we can record/take photos of a police officer doing so if he/she is not in an emergency call, so to say.
1) Documenting someone else using their phone is a little hard to do without using your phone yourself.
2) Good luck getting anyone to care. Seriously, just do a quick search for "Ex Cop Confronts Florida Cops Who Refused To Ticket Illegally Parked Cop Cars" or any number of videos of houses being raided with no warrant. The idea that those who create and enforce laws are being held to the same standard as those they govern is a complete joke.
If you are entirely unable to enforce a law on someone, they are exempt. Our government is largely exempt from being held to any standard whatsoever.

Fucking idiot. That maneuver, for one, is not dangerous at all, ESPECIALLY for a "motorcycle cop" with *sirens and lights on*. Checking your voicemail requires you to look at the phone to pull it up. At least the police officer is looking around and can see cars around him, and hopefully cars can see him.
That is, if the vehicles around him are not distracted and run through the light and into him. Then, it's the fucking idiot who was distracted's fault and is the dangerous one, not the "motorcycle cop"
gantmj The light was red dumbass
As you can see, police are trained to drive code 3 with little to no problems.

***** So what? Doctors have to be on the phone a lot, yet they get tickets. The law applies to all of us.
***** Yes, they do...many doctors travel between hospitals and facilities. You clearly know nothing. I seriously doubt every phone call cops make is an emergency, especially when pull up next to one, hear them laughing and talking to their wives. If it's an emergency they can use their radios and change the frequency if need be. No excuses.
First I'm not your friend. Second, it's not the point of if their on the road all day or not. I've seen several people (including doctors) come through my courthouse and try and fight tickets claiming it was an emergency. Should they have gotten the ticket, yes. Do I care that it was an emergency, no. The law is something everyone has to abide by, can't you get it through that thick headed idiotic skull of yours? Lastly, I see cops all the time with their windows down and I live in L.A. Maybe you should come here and try to educate them about safety.
No, you're making excuses for cops to get away with certain things. It's not a mistake but absolute defiance of a law that has been put into place that they are supposed to enforce themselves. I've watched cops throw on lights only to see them down the road going through a drive thru. It's just hard to justify something meant for "emergencies" when they constantly use it for other purposes including general work conversations.
How many watching this video does that as a way of life. 😢

walking back81 hey buddy, let’s see you try to speed off onto a callout with absolutely no details or a clue about what’s happening at your destination. That’s right, cops are out here doing their job while you’re over here texting Jim about where you want to take the kids this weekend.
Uh oh this Francisco guy is a boot kicker... what a shame. I think I the point is that distracted driving is distracted driving. If you get hit by a cop on a lap top or a civilian on the phone which hurts worse? My point exactly.... when you’re dead is your family going to say well the cop was speeding to an unknown location and he needed the details so we understand or will they say that if he were distracted he shouldn’t be speeding?
El Jefè Williams who are you to be calling me anything first of all? Obviously I know that distracted driving is wrong no matter if you’re a civ or a LEO. All I’m saying is that the cops have a valid reason to be doing that
Francisco B will it be valid when they hit you? Will it be justified? Will it hurt less because it’s a LEO? You’ve yet to answer the question
El Jefè Williams I never said it’d be justified for them to hit anyone. I said their reason to be on the laptop is valid. As opposed to any other civ being distracted to make plans for the weekend.
This is why I use the “hey Siri” feature for iPhone.
They will only learn once they get into an accident.
Crazy how I live in Palm Springs Florida and I see police everyday on their cell making calls and so on and nothing happens to them. Two wrongs don't make a right.
There exempt
They’re exempt from that law as long as it’s work related. Sometimes officers have to be called for some information because it can’t be relayed over the radio.
Shouldnt the officers get a ticket for loitering? Homeless people cant stand with sign so what gives them the right to?
1) I've seen "homeless" people with cell phones, cigarettes and dogs, but never seen one with a walkie talkie nor a gun on their hip
2) how about if cops stop talking on their cell phones, speeding, passing people at dangerous speeds and making dangerous u turns like in this video?
chieftp maybe so they can catch up to them??
^^^^ Exactly. People just don't think of this.
Police aren't perfect law abiding citizens, they speed and commit traffic violations when they're just normally driving too.
BLUEDRAGONFLY or they're getting a bad guy?..
No, police do go over the speed limit, sometimes by a lot without lights on, and sometimes they put their lights and sirens on just so that they can speed.
'' it teached me a lesson'' lol
It's NOT that people don't think that the rules don't apply to them. It's that people think THEY are the only ones who can do it without actually being distracted.
Surly holding a (hand made) sign at the side of the road is just as distracting as quickly glancing down at your phone.
Not at a red light, plus no one is forcing them to read the signs, should businesses take their signs down so that people don't have to be distracted? Now, these people choose to read the texts and glare at the phone. I see this is wrong for ticketing someone maybe checking up one a text or two at a redlight, but people on the phone are annoying as hell.
***** Yeah fair enough..... but if your distracted reading a really long sign that has unclear text and the lights change and you get rear ended.... surely doesn't solve the problem.
yep, they were the ones causing distracted driving
Daniel Edwards by your logic every sign by the road is equivalent to talk/texting while driving. Watch out for those construction signs or crossing guards they might make you crash, ffs

Edna, you must be one of those low life texters, right?
Really Edna? Have you worked a traffic accident scene? What about not preventing people from being maimed?
$162 for a first offense is ridiculous!
Well, don't do it, simple as that lol.
You are right. License suspension for six months would be much better.
Would you prefer $50 and a police beating instead?
Compared to a trip to the ER? Its way too low.
"Oh yeah, It's big brain time"
0:33 "Don't give to the homeless people, I'm a police officer." Well isn't that a personal choice? To give kindly and freely to whoever you choose.
