The one in Husbands of River Song is a bit of a stretch. I hear the similarity, but they're definitely not the same. It works as a sound heralding the descent of the Toclofane, as it foreshadows that they are also cybernetically enhanced humans. The flourish in Voyage of the Dammed is just a coincidence I think.

I agree I just think it happens that when you have a composer do so much music for over a decade there’s going to be similarities in some of the pieces out of coincidence

I find it interesting how out of all the original monster leitmotifs introduced in Series 1 and 2, "The Cybermen" has been the most consistently used across multiple Series. Even "The Daleks" got usurped by "The Dark and Endless Dalek Night" after Series 4.
