In season four, when the angels were introduced, they had been away from Earth for a while, on purpose. They had stopped messing around with things. Even before they backed off, their interactions with humans were limited. Not since biblical days had they had the level of interaction that Cas had with Dean. Maybe not even then. It would have been bizarre had they *not* humanized from their sudden repeated contact with humans.
Of all the Archangels Rapheal strikes me as being the only one (aside from Gabriel) who truly misses God. He seems sad that they had to do this, and he really seems to want him back.

Season 5 Raphael would walk into season 15 Hell and just start beating faces by himself. It wouldn't be a 'war'
