Now imagine if the shields initially started at that 500% but as the fight goes on and the shields are stressed they start recharging slower and slower eventually reaching that 20% charge speed. Call it battle wear, itd be like the battery or whatever power core they use is wearing down

The overcharged pp breaking shields instantly and EMPing vehicles made sense in the lore, since it could be explained as it EMPing your shield.
