The Barbie and Bratz movies did not have a tremendously high budget, and the characters were animated as creatures that could easily be sold as plastic toys for the most part. That's why the movies could take liberty in the design of villains, but had to keep the main characters and animal mascots looking stiffly "cute" to the point where they barely moved properly.
