For most people the hanging of Print in Outlook has nothing to do with anything mentioned here. It's been a longstanding bug with rendering embedded images in html messages. The easiest solution is to save the Outlook message as html file and print it from a browser.

This also helped my my issue on Outlook 365. I renamed the Outlook folder, since I couldn't find that setting file.

Corrupt OST. Rename OST and restart Outlook.
