Bethel Island: 2 Alarm Fire Destroys 3 Homes in Contra Costa County

  • At 5:50 pm, East Contra Costa Fire Protection District was dispatched to a report of a residential structure fire in the 2700 block of Taylor Road on Bethel Island.
    It was reported that a house was on fire and while responding, Station 53 reported heavy black smoke was showing from Oakley. Dispatch then received several more calls saying multiple homes were on fire with at least one home that had exploded with flames at least 20-feet high.
    Engine 53 arrived on scene and immediately called for a second alarm response along with a fire boat response and breathing support. Contra Costa County Fire was requested for aid response. Both Contra Costa County Office of the Sheriff and California Highway Patrol responded to the scene to shut down the roadway and provide traffic control.
    Fire units from the City of Oakley, City of Brentwood, Town of Discovery Bay, City of Antioch, and City of Pittsburg all responded
    By around 8:00 pm, firefighters had prevented forward progress and contained the fire to three homes and potentially saving another 3-to-4 neighboring homes.
    Firefighters also said they had no reported injuries and at least 3-people had been displaced.
    As of 9:15 pm, firefighters were working on "hot spots" before they could begin mop up duties.

    Major areas of concern regarding Bethel Island include the following:
    A portion of the fire fighting personnel is continually rotated without a formal orientation regarding the unique characteristics of the island.
    Fire hydrants are available in the business district. This area encompasses only about one-third of a mile of Bethel Island’s community. At present they are not functional. There are approximately 7 miles of heavily populated roads that must rely on trucked in water.
    Surrounded by water, Bethel Island has no readily available water to fight fires.
    In addition to the water available on the fire trucks and local private pumps, fire fighting water is brought in by tanker trucks or drafted (pumped) from the Delta.
    The fire house has been condemned due to mold infestation.

    This is a message from the East Contra Costa Fire Protection District chief… wanted to pass it along regarding this fire.
    To all Commenting:
    I want to acknowledge that I am aware of these comments and I respect your perspective and opinions. But I also would to provide you with a little bit of background and not debate what we should’ve done when it comes to strategy and tactics on this fire. Our members take great pride in what we do regardless of the resources we have and in this instance I stand behind our members at scene.
    With that said, at the time of Dispatch there were three homes heavily involved and the crews took a defensive stance once they arrived at scene. At the end of the incident three homes were impacted and there were no injuries to report. The area this fire was in has many challenges from access to no hydrants. Our members are very familiar with the challenges in this areas and our objective was to ensure no other homes (outside of the three initially involved) were impacted.
    For some more background on our challenges, ECCFPD is a rural funded fire district that protects approximately 249 square miles and protects over 120,000 residents with three (3) Staffed Fire Stations. As identified by many studies, the District is underfunded and under resourced by at least 4-6 stations.
    ECCFPD currently has three (3) fire stations staffed by three (3) firefighters, for a total district staffing of nine (9) firefighters per day. The District responds to over 7,700 calls a year that depends on approximately 9,590 fire engine responses to mitigate the 7,700 calls. The district provides firefighting personnel and emergency medical services (basic life support) to the residents and businesses of the City of Brentwood, and Oakley, and to the Townships of Discovery Bay, Bethel Island, Knightsen, Byron, Marsh Creek, and Morgan Territory.
    The District has worked for years to increase resources in the District and all initiatives have not been supported by the community. We are truly doing the best we can with the resources that we have.

      At that point the community can't blame anyone but themselves for not getting the funding to the correct channels to get a working hydrant system and more fire houses with staffing. This is what happens when you vote against budgets and taxes that provide essential services.

      Why stiffer building coded should be enforced...........agree the heat alone was enough to help ignite the green home but I'm sure some real estate between them would have made the work a lot less tedious...IMO

    I spent 14 years as a firefighter and I have never saw such disorganization on scene of a house fire. This is disgusting to watch a second house go up in flames. I watched the first 4 minutes of this video and saw one charged line and they weren't even shooting it on the correct side of the house to at least save the house. Has any of these firefighters had any formal firefighting training? This looks like the dumb and dumber fire department. So sorry for the residents that lost their homes due to lack of skills from this fire department. Time for a change in command.

    As a retired professional, in my avocation as a fairly well trained volunteer, I have fought at least a thousand fires in my life. I have watched hundreds more on You Tube and other media. Most of the time I have been positively impressed by the excellent work and execution of clear training of volunteers who make up over 80% of America's firefighters. I honestly can not remember when I have seen a worse organized and attacked fire scene in my life than this one in Contra Costa County. I saw at least two water tenders but no set up or used water holders. I witnessed no chain of filler tenders working to continually keep them filled and functioning. Literally, there were segments of five to ten minutes when no water was being applied to blazing buildings. These untended blazing buildings were igniting others in clear sight of command officers who were visibly doing nothing to work together to establish a plan of action and communication that could have been given to the firefighters. Total ineptitude and deserving of no air time on You Tube but to be used as evidence for dismissal of leadership. You Tube made this whole ordeal a sad, laughing stock and yet at the end people were seen as posing for photos as if they were proud of their of their lack of skill and training. I don't need to hear any excuses or insults by those who think they can intimidate me with foul language and poor logic. Anyone, with or without training in fire fighting will agree that this was one huge, botched job. I wonder what the Contra Cost fire insurance code number is? I would be surprised if this demonstration did not bring it down farther. The voters should keep the fire commissioners "feet to the fire" to correct this situation and set goals for higher insurance ratings.

      Well said Sir. Nice to hear comments from an ex professional, highlighting things that the rest of us watchers with our various levels of knowledge are thinking but perhaps unable to put into clear perspective. I felt quite sad really, as in my own experience the men I worked with would have been able to do most of what was required without officer direction, and to see these men floundering brought a tear to my eye.     мда, в России за такую работу все пожарные бы пошли под суд... дикая некомпетентность. по сути, вся работа свелась к тому - подождём когда всё догорит, а потом затушим угли. и им всё равно сколько рядом стоящих домов сгорит.

    Being a retired fire chief I can say had this been my department I would have been ashamed to call them my crew. This is the worst command I have seen in many years. There is NO REASON this fire could not have been contained to the first house. I could have stopped that fire with two engines and the tankers I saw in the initial start of the video. When a house is on fire inside you don't piss away your water on the non burning side of the wall... ATTACK the heart of the fire and knock it down! Please tell me these chiefs and these crews were sent back to the academy for re-training.

    It appeared to be the homeowner (of the fully involved but still standing home) try to get his car out of the driveway...but was escorted away. The poor guy wanted to save something he owned.

    Several years ago, Ventura County California Fire Department earned itself as the nationwide crowning example of fire fighting incompetence over a botched residential house fire response in Simi Valley, the scene of which was widely circulated in social media and through the major press. Their example had held for YEARS and roundly panned in disgust by professional firefighters from coast to coast as the crowning example of what NOT to do.
    UNTIL NOW.
    Yes, ECCFPD ... WE GET there is a water supply problem in that area. Unfortunately, that issue was COMPOUNDED exponentially by the very very very poor use of the tanker water that was available. The third (Green) house HAD a chance in the early on IF that exposure drew ANY attention whatsoever from the first on-scene firefighters and the water supply was husbanded efficiently to protect that house.
    Instead, the limited water supply was directed onto second structure that was ALREADY GONE.
    THAT HOUSE was expended needlessly on the alter of the crappiest firefighting I have EVER SEEN IN MY LIFE.
    One thing is for sure, ECCFPD has now assumed the premier nationwide title of the WORST fire fighting and it may be a LONG LONG time before any other agency is inept enough to grab the title away from you.
    And, it helps not that the ECCFPD Fire Chief tosses out such utter plaintiff examples of justification imaginable to justify such a slovenly performance along with attempting to burnish a spoiled apple by reciting useless statistics data about his 'so-called' department which don't bear out in ACTUAL expertise.
    Spare us ALL Chief Helmick with all of that.
    You need to tear that department down to the foundation, and find someone ELSE to build it back up to a useful and effective organization.
    Because, if this the example of your handiwork....
    You are NOT the guy to be leading it.

    I’ve recently retired after 52 years in the fire service. This is a prime example of the need for training in incident command, strategy and tactics, and Hose evolutions. Hoses that are too far from the structure or improperly aimed do nothing but waste water.

    I'll admit that I am not a firefighter, merely a firefighting enthusiast. I saw that fire and my first thought was to get the first line on the third building. It seems that the professionals agree with me. I am trying to restrain myself from saying this too loosely, but in this case, I could have done a better job.

    I've been a firefighter for 7 years in two different departments and I've never heard of any firefighter or officer tell someone they can't move their car!!! They weren't even doing anything to protect it, probably the last thing the guy had...

      I guess you don't care if they run over the hose line? What are they going to do, stop operations to move the hose line to get the vehicle out or save multiple homes not impacted? Also, they had multiple hose lines in the road and also multiple fire trucks on the road. No where for the vehicle to go? Plus they had to keep it open for the water tenders to get in and out.

      Plan and simple fuck the car that guy put firefighters in danger. Plus I wouldn't waste man power on saving a car that's not even burning main priority stop the fire and that guy probably had plenty of time to that car way before all those lines were laid down. Plus how would your family feel if they were told you died trying to stop some dumbass from moving their car and if any firefighter or officer would let someone walk in to this dangerous situation then they do not belong in this field.

    Love that the Chief responds there were 3 houses heavily involved. No there were 2 and if the chief and his merry band of misfits started hosing down the green house it could have been saved. They keep on talking water pressure, but they miraculously find it with the 3rd house gone. A few charged hoses on the ground not being used. Okay you have 9 FF's. But if they were all working instead of walking around with blank looks, more could have been done. Hell, half of them couldn't figure out to hold the hose. The one almost fell over it. I've seen VFD's with 3-4 people do a better job with far better training. Quickly hooing up to a hydrant and stretching a hose or 2 in under 4 minutes. No walking around like confused zombies. Chief if you can condone the actions, resign and let someone with command experience take over.

    Houses #1 and #2 were totally gone by the time the Fire Trucks arrived. So they should have concentrated their efforts on limiting the damage to house #3. Too much talking and not enough water being placed on house #3. They just gave up on house #3. I spotted more firemen holding pens and notepads than fire hoses...!!! My dad is a retired Harrisburg PA professional City firefighter and he'd be ashamed to see this event.

    Нет,ребята,это не пожарные,а хрен знает кто.Ведь как должно быть?Приехали,развернулись,локализовали очаг.Нет,больно просто-надо,чтобы и соседний дом сгорел.Им платят за это что-ли!?Ходят,как в штаны насрали,прости Господи!Чуть ли не курят на ходу!Двигаются бестолково,на звено бойцов-командир с планшетом.Смотреть тошно!

    Oh WOW! I used to live on Taylor Rd. about a half mile from these houses. I totally remember that green house with the sea horse on it. So sad. Really sorry for the home owners. Just glad no one was hurt.

    My mother in law lives a few houses down from there, we were really worried because the fire was so close, the Firemen seemed like they had no clue what to do, the green house was not burning when they got there and if you watch the video, they start by hosing water on the
    other side of the house, the side that was not next to the burning house? I really believe if they would have concentrated the water
    on the other side WHERE THE FIRE WAS! they could have saved the green house from burning. They also had everything blocked off
    so people could not get out, my mother in is 80 and she had no power and the smoke was choking! I had to walk in from town, put her in a wheelchair and push her out of there because the fire departments needed to play with their toys, they were parked up and down Taylor road blocking everything off and trapping people in there! they were not using most of those trucks, they could have parked them in town and left an opening for people to get out. The fire department and the police department need to put peoples safety first! They did not seem to care at all, they just wondered around all dressed up in their gear talking and watching the show, it was sad and my heart goes out to the people that lost their homes.

    I'm so confused. How did the first house burn completely down?? Did no one notice it burning? I mean it's a cellar at the point where the video starts. How long did it take these "firefighters" to get to the location? Wow. So glad I live in a city that has a professional, well funded department.

    Normally I'm pro firefighters but man did they fuck up. I have to agree with the majority here and I don't think there's a way around it this time.

    I've seen explorers who could definitely do a better job. They let that green house burn up .The one line being used in front of the green house should have been used to save the green house . Instead they are wasting water on the house that is falling in and completely on fire .And then in back of the Green House they have 2 lines not even reaching the fire. They should save the water to protect exposes.
    And I haven't even watched the entire video yet . I'm at the 9 minute mark..

    I'm wondering what was going on. I cant see the whole picture, but I see.alot of men running around an nobody fighting fire in the beginning. That one structure could have been saved possibly. Unless I'm missing something. Jus seemed like nobody was hurting themselves to get this under control.

    No dump tanks in use... they're nursing off the two tankers, emptying them, then sending them out for more. Dump tank would allow the tanker to dump its load and then immediately return for more while they work off the dumped water. If its really "just" a quarter mile to water supply..... set up a relay pump and use your engines to boost the water to the fire and have an unlimited supply. It may very well be impossible to reach the river due to access, but use what you have access to!

    Fire Chief states that there is no access to any hydrants in that area.

      there aren't any fire hydrants on bethel island they have to get the water from the bay so it takes time with the water tankers to reload

      Umm I counted 3 tanker trucks so no need for the green house to have burned NONE!!! This looked like a bunch of probies and for the white hat to pose for a picture is unreal!!!

      The green house was on fire before they got there.bethel island doesnt have their own department so they came from 10 to 15 miles away

      Brandon Larsen sir, with all due respect, I’m not one to armchair critique brothers this was absolutely pathetic!! They absolutely allowed the green house and its contents to be lost. This was the biggest waste in a couple million in FFing equip and manpower I’ve ever seen hands down! They had ALL the water they needed behind the home in the river orlake or whatever the one in back was drafting from and until they initiated that water supply there were at least 3 tankers to ACTUALLY FIGHT FIRE AND SAVE PROPERTY.

    "It's burned down before we can put it out", well these firefighters should try harder then, not much happening trough the video and lack of water can be no excuse at all with that many water tankers and a lake on the rear of those houses.

    As a recently retired professional California firefighter, I am absolutely appalled watching this video. There are some Captains and a B/C that need to be addressed at the Post Incident Debriefing ... No I.C. , Structure protection on the #2 side was an after-thought... Shame on Contra Costa County Fire.

    Я сам пожарный и у нас много недостатков, оснащение хуже но работаем в десятки раз лучше., по крайней мере соседний дом спасли бы и машины. У них боевки как новые у всех.

    As a officer for a Wyoming city volunteer department that got National #1 4 years running in 1980-84...I can say with the equipment we had then, could have knocked this fire down in 1/4 of the hem haws here...think on that!

    I know it's a little late, but...
    At the beginning of the video, the first house is already on the ground. The second one is around 85 percent involved. The third one looks like it's barely touched, but that's because of the camera angle. The second house started burning from the rear. Therefore, the 3rd house is probably well involved on the right rear where we can't see. I seriously doubt that it could have been saved, but it's always worth a try.

      I don't know that you would've "saved" it, but some of the contents possibly would've been saved. But deck guns DEFINITELY should've been used.

      3rd house is already down, 1st tanker unload through a deck gun between the first 2 houses, stretch handline to 2nd floor of 1st house to keep fire out of interior, they had at least 7500 gallons in those 3 tankers, next due engine start sucking out of the bay. Fireboat coming, drown the middle house.

    This was the most pitiful, disorganised fire-department I have ever seen! Y'all need to go back to school and start your training all over again. That Greenhouse should have never burned down! Y'all were just standing around with your thumbs up your asses not even trying to put that fire out on that Greenhouse! Terrible, horrible job!

    Wow, this is crazy. They need to train these men and figure out a water solution to help this community. The language the firefighters wouldn’t be tolerated either. Prayers to all the families involved.

    These are surround and drown departments!!! Their motto should be "have not lost a foundation yet and gotta keep our gear clean for the cameras"!!! Someone needs to look into this. Putting water on a structure that is clearly lost. Sure the green house is going to have damage but might have saved some stuff. Smfh. *27 year firefighter

    Love how there is no rush to put the f#####g thing out. Wish someone had told the fire fighters spraying water on the left side of the green house that the fire was on the right side. 5 mins in and still no water from the trucks that pulled up. Why is everyone just walking about. Has no one seen the big arse flames ripping through someone's life.

      BOBBA Can't the fire men save anything. Firemen lost the houses and most everything in the driveway. No houses left. Maybe even a vehicle. This fire has burned like no firemen showed up. How terrible did anyone know how to fight this fire? The homeowners are devastated and the firemen can't seem to figure out what to do and how to keep the fire from spreading. With all those fire trucks and firemen, what did they accomplish?

      We had 3 burn similar to this..only the homes were 3 story....6 master bedrooms ( HUGE oceanfront rentals). By the time we arrived on scene..nothing was left of the first house but what looked like giant burning toothpicks (the house pilings). The second was fully involved..and because we were in a Nor'easter storm..the flames were being directly blown onto the 3rd house....like a blow torch. Even using the wind to aide in the carrying of water..mother nature proved to be more than any of us could handle. IMHO, it's us firefighters who have to try to change the building codes and zoning laws..no one else will do it for us. We might also be able to sharing ideas with up and coming new home builders..on what NOT to do or use in construction..and how to better prepare our homes in the event fire exposure.

    Hey Chief, why wouldn't you allow the gentleman trying to move his car from the driveway of his house that has been reduced to ashes? Were you concerned he'd run over a couple of hose lines? Were you hoping that would burn, too? That man should have been allowed to move his car away from the fire your department did such a terrifically horrible job fighting. The owner of the Lexus could not have hobbled firefighting efforts by removing his vehicle anymore than your own department's failings--whatever the excuse.
