She's using aluminum tubing that's telescoping. That means the inside diameter of the larger tubing matches the outside diameter of the smaller tubing. Places like McMaster Carr carry it. One could also use square or another non-round telescoping tubing and avoid having to add the magnet.
I get this kind of material from local hardware stores, so the name wouldn't be helpful, sorry. It comes in a variety of thicknesses. You could even use it to make homemade chainmail!
I believe it's called a rotary tool in English. I get my materials from cosplayshop.be since they aren't too far away (they are in Belgium, I'm in France). The magnets are from Amazon.
