This package (Spine Animator) will work with any AI implementations, there probably are tutorials on youtube how to make simple animal patrolling AI. But if you need to use other AI with also ground fitter, you might have to modify code a bit to apply Y-Axis rotation of ground fitter onto AI.
Hey, I checked rat model and it have unnamed bones, have wrong weighted spine bone and it's pelvis bone structure is a bit uncorrect. I might create short tutorial video about fixing it ;)

Can this work on surfaces other than terrain? Like pre-modeled, hard surfaces like a hallway?
Yes it can, ground fitter is also free package so you can test it anytime.

I think yes, but execution order for my packages probably will have to be modified
