I think it’s like how in Xenoverse every Majin character can transform into Kid/Pure Buu. They tried to make clones of Big Buu, but ended up making a bunch of the original. Also explains why the Kid Buu clones keep his mannerisms while the other clones just stumble around hunched over.

The game stated that there are multiple labs Gero had, so the supercomputer in those labs must have still programmed to gather data and create Android. Though I'm not sure if it's realistic for Kid Buu's data to be captured when he's briefly on Earth before he destroyed it.

Kid Buu was Majin Buu's purest form. So, maybe if you clone Majin Buu you end up getting Kid Buu. Well, that's my hypothesis.
