I’ve had good results with Barge Cement. It’s a shoe adhesive used for leather and many rubber fabrics. I probably would not use it to adhere the neoprene strips to the collar (it dries a brownish-yellow), but would work for attaching the grosgrain ribbon and Velcro.
Also being a modeler, instead of wooden dowel for the upper neck closure, I will probably use a piece of K&S aluminum or brass solid rod OR Evergreen styrene rod or tube. Either is much stronger than doweling and less prone to break.

I know not everyone has access to a 3D printer, But I think it should be possible to 3D model and print the greeblies that connect to the vinyl tubing of the trainee collars It may also be possible to use the same bonding process as with the store bought parts as well. It's definitely something to look into.

As someone with absolutely zero experience with 3D-printing, I'm inclined to agree. But obviously someone who actually has one and knows what they're doing could better say. :)

I love Aleen’s glue, but I use the quick-dry. It dries MUCH faster than the regular. It comes in the silver/gray bottle.
