In my heart, I want to say Nocturne HD is not a bad remaster. In my head, I know there are things that could have been handled better. At best, I’d call the remaster serviceable but that doesn’t hold back my experience with it from being mostly favorable.
Is it a bad remaster? No it’s better than the predecessor by miles. Is it worth $60? No. Buy a “used” copy for 20 or the PS4 version when it’s on sale.
Don't all remasters of games from 6th gen and earlier keep the cutscenes (and menus sometimes) in 4:3? Seems like a standard thing for a game this old.
I’m not sure why people are such sticklers over this. Maybe it’s my nostalgia but I like the change in cutscenes to a more grainy look - it’s a nice visual shift.

Its not a bad remaster but definitely not worth the £60 starting price, got it for. £15 on cd keys
