Yes, there is something with the screen recording enabling with the dell d6000 hub. I am still trying to resolve this issue with Safari, but Chrome works fine.
Right, on Safari, if Hulu, Netflix, Crunchy Roll, etc detect screen mirroring they block the video feed. This occurs for me as well. When I disconnect my Mac from the Dell D6000 hub, the video feed is restored and videos play with no issue.

Sorry man, but hardware acceleration is what gives us a good video quality. Turning it off with a 4K monitor is like driving a Lamborghini inside the traffic of the city. Thank you for your effort, but I'm afraid it is not a solution.

It didn't work well for me
the image has indeed returned but the images are jerky
But I found the solution! I have 2 docks connected in series on my iMac
I just reversed the order!
I conclude that my HP dock created this problem unlike my ThinkPad dock which works perfectly without needing to deactivate the video acceleration
