    @3:30 you assert that the people who rebuilt would not realize the roads were to be raised - that's actually completely wrong. I have been to Seattle many times and took the tour several times.
    The reality was these businesses all knew of the coming road work, and when they rebuilt, they took care to make sure the (then current) ground floor was very plain and simple, while the (unused at first) doorways that would lead to the "new" street level are all very ornate. At first, this meant the signage was far above the doors to the shops, but once the roads were complete and the sidewalks were installed, nobody who hadn't been there before would have any idea this was a very unusual district. Indeed, if it wasn't for the glass panels in the skylights (exceptionally odd to see on a sidewalk), you'd have no clue to this day.
