The check ball and spring will add even more restriction of the turbo boost to the bottom of the waste gate , and in turn will delay the waste gate from opening, causing a rise in boost sooner. The boost coming from the turbo will need to overcome the spring pressure against the ball before it can get to the waste gate. So the spring and check ball will increase boost all by itself.
