Wow, this video's content is so good!. You're teacher, right?. In my country, there is no class teaching about houdini. So I am very happy when i found this channel!
Depends on the motion. If it's very very simple, you can do particle, if it's interacting with cloth/softbodies then Vellum grains will be easier. But for anything more complex, I'd use FLIP fluids. And a cool thing about using FLIP is that you can use all the nodes from POP (particle) simulations too :) You can apply textures easily to FLIP fluids, so this might be an option to add that "cementy" feel to it.
