U cant put snipers in guard pavilions. Only guards and armed guards. That is why id recommend guard towers, as snipers combined with the non lethal snipers burecracy makes them op
I it's a case of will need normal protective custody and then later a section just for ex-gang members depending on how successful reform goes, but I don't think we will run into that particular issue too early.
Try to focus on guard training as gangs are at least 3x more dangerous especially with the 15℅ buff to there damage and health in there own territory .
There are a few things I'd change - too much wasted space around the outside for my taste - but for the most part I absolutely love the feel of this design. I haven't played PA since getting into Rimworld last year, but this makes me want to jump back in.

The breath therapy in the yard needs a teacher who is a visitor (same as normal teachers)
Make sure prisoners have access to a psychologist so you can do gang reform
Good point. Not made allowance as yet, but may change in the future.
Idea: Each Gang has a security level, so like 1 gang is Min sec, another gang, Med sec and so on but of course they all come in as max anyways
