    Is finishing the backyard mandatory?

      @@WilChu It depends on whether the townhome has a yard or not... if it does, yes, you'll have to go through HOA

      That seems to create the strange dynamic where the homeowner is responsible for putting in the yard, but the hoa is responsible for the maintenance of it
